An extensive meeting was held today at Hebron Municipality between Mayor Khaled Osaily and Municipal Council members on the one hand, and Mr. Christopher LaFargue, Director of USAID’s Democracy and Governance Office and Ms. Lana Abu Hijleh, CHF Country Director on the other. The meeting examined the project aimed at restructuring Hebron Municipality and studied means to finance the project’s second phase. It was attended by several employees from Hebron Municipality, USAID and CHF.
The Hebron Municipality Restructuring Project comprises the automation of administrative, financial and technical operations at the Municipality as well as developing its Customer Service Center with a view to facilitating procedures and providing efficient and vital municipal services to citizens.
The meeting thoroughly discussed the Municipality’s Institutional Strategic Plan and defined its vision and mission. The plan, vision and mission are to be implemented through active public participation once customers’ needs and priorities have been defined, while taking into account their suggestions and views.
On the sidelines of the meeting a presentation by Mazaya Business Firm -the consulting group implementing the project- shed light on the project’s components, phases and objectives sought by Hebron Municipality, mainly a full fledged modern e-municipality.
In his closing remarks, Mayor Osaily underlined the importance of this meeting which provides an opportunity to participate in defining project needs, setting future goals and long-term plans to enhance the quality of services provided to customers and improve their lives instead of relying on individual initiatives and short-term or makeshift plans. The Municipality shall engage the local community as a whole in preparing the strategic plan, setting priorities, and transforming Hebron into a city with modern services despite limited resources, he added. Mayor Osaily emphasized that constructive cooperation shall help in overcoming all obstacles.
Mr. LaFargue promised to look into options to finance the project’s executive phase and to effectively cooperate with the Municipality in order to implement this project. He commended the achievements and success stories realized by the Municipality’s various departments as well as its good governance policies and transparency towards partners.
USAID and CHF representatives toured the Municipality’s various sections to get acquainted with their activities, customer service mechanisms, capacities as well as technical and managerial shortcomings.
